National Railway Administration Holds 2024 Railway Safety Supervision Work Conference

On January 19, the National Railway Administration held the 2024 Railway Safety Supervision Work Conference in Beijing to comprehensively study and implement the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee, implement the deployment requirements of the Central Economic Work Conference and the National Railway Supervision and Administration Work Conference, summarize railway safety supervision work in 2023, analyze the railway safety situation, unify thinking, raise awareness, and deploy railway safety supervision work for 2024. Wang Qiming, member of the Party Leadership Group and Deputy Administrator of the Administration, attended the meeting and delivered a speech.

The meeting noted that in 2023, the railway safety supervision system deeply studied and earnestly applied Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented General Secretary Xi Jinping's important instructions on work safety and the decisions and deployments of the CPC Central Committee and the State Council, anchored on the work goal of "no major or extraordinarily serious accidents, and a double decline in both the number of accidents and fatalities," vigorously advanced the construction of four safety enhancement projects, strived to build a scientific and standardized safety production management system for the railway industry, continuously improved the regulatory rules and regulations system for the railway industry, innovatively enhanced the efficiency of applying multiple supervision methods, comprehensively and efficiently fulfilled safety supervision responsibilities, and continuously consolidated safety responsibilities of all parties. Despite a significant increase in train operation density, no major or extraordinarily serious accidents occurred in the railway sector throughout the year, with the number of accidents and fatalities decreasing by 21% and 12.6% year-on-year respectively. The safety situation remained consistently stable, and the railway maintained a safe and stable condition.

The meeting emphasized that ensuring railway safety and stability and promoting high-quality railway development are major political tasks entrusted to the railway industry by the CPC Central Committee and the State Council. The railway safety supervision system must thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, accurately understand its core essence, spiritual substance, rich connotations, and practical requirements, consolidate and strengthen the primary political responsibility of maintaining railway safety, enhance wisdom through preventing and defusing major safety risks, improve work style by strengthening the strong willingness to identify and solve problems, and promote efficiency through building a railway intrinsic safety system with pre-incident prevention, effectively transforming the concept of safe development into actions to ensure railway safety, resolutely safeguarding the bottom line of people's life safety, and serving the construction of Chinese modernization with sustained railway safety and stability.

The meeting required that in 2024, the railway safety supervision system should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the deployments of the Central Economic Work Conference and the National Teleconference on Work Safety, follow the spirit of the National Railway Supervision and Administration Work Conference, adhere to the people-centered and life-first principles, coordinate high-quality development with high-level safety, firmly establish bottom-line thinking, highlight the safety of high-speed railways and passenger trains, take the three-year action plan for addressing root causes and tackling safety production as the main line, use safety production standardization and the construction of dual prevention mechanisms as the carrier, and take the investigation and rectification of major accident hazards as the starting point, strengthen safety supervision performance, consolidate responsibilities of all parties, achieve effective control of major risks and dynamic elimination of major hazards, continuously improve the level of intrinsic safety, ensure the sustained stability of the national railway safety situation, and provide safety guarantees for accelerating the building of a transportation powerhouse and serving as a pioneer in Chinese modernization.

The meeting organized exchange and discussion on railway safety supervision and administrative law enforcement supervision. Relevant heads of various departments of the National Railway Administration, heads and relevant personnel of regional railway supervision administrations, heads and relevant personnel of the Administration's Safety Technology Center, and all members of the Safety Supervision Department attended the meeting.
